Today, in Nigeria the executive power is the president who is the head state and chief executive. The president is elected every four years and nominates the vice president and members of the cabinet. Below the federal government, there is a local and state government. The constitution grants all citizens of 18 years of age the right to vote. By 1989, there were 877 primary schools and 343 secondary schools in Lagos. There are typically more males than females in entering higher education. In Nigeria, primary education is free and required by law to have. Secondary education consists of two three-year cycles.
